Massachusetts Designer Selection Board seeks PE to Serve


Submit resume by April 26

MALSCE and TECET seek to nominate a Professional Engineer licensed in Massachusetts for appointment to the Massachusetts Designer Selection Board (DSB). An appointment is typically a two-year term (with the option to renew for a second term), and the DSB meets twice monthly.

Bruce Barrow is the GIS Technician for the Town of Yarmouth, MA, secretary of MALSCE's Cape Cod Chapter, and candidate for a Master of Geographic Information Systems degree at Penn State.


His MGIS capstone project is "The Undivided Garment:  Plats, Parcel Fabric, and GIS," which examines the potential impact of the ArcGIS Parcel Fabric dataset on the land surveying and land records professions.  He is asking MALSCE members to respond to a brief survey that will add to the project's quality and credibilty.

1. Do you know what the ArcGIS Parcel Fabric dataset is?


2. Do you recommend the use of Parcel Fabric as a legal land surveying and land records document in Massachusetts?


3. Should the development and distribution of Parcel Fabric, as a land survey and land records resource, be regulated by Massachusetts state law?


4. Should GIS technicians who work on Parcel Fabric datasets be licensed by the Massachusetts Board of Registration of Professional Engineers and Professional Land Surveyors?

Massachusetts House Ways and Means Committee Releases FY2014 Budget Proposal on April 10


Transportation Finance Package Passed By House, Proposed in Senate





At 12 Noon on April 10, 2013, the Massachusetts House of Representatives Ways and Means Committee released its proposed FY2014 Operating Budget for the Commonwealth.  Amendments are due by 5 PM on Friday, April 12.  Debate on this budget begins on April 22.  This is one step in the process for developing the Commonwealth's FY2014 budget.

Meanwhile, the House of Representative approved $500 million transportation package on Monday.  The Senate released its version last night; Senate leaders have expressed hope for a debate on the measure Thursday.  This Senate transportation bill is now S.1766.  According to a bill summary, it includes tobacco, business and gas tax increases that were featured in the House bill that passed before midnight Monday on a 97-55 vote. The Senate bill also establishes goals for transportation agencies, calling on the highway division to reduce fatalities, accident rates and commuting times by 10% and for the transit division to reduce the age of its bus fleets by 10%t and increase the share of operating costs covered by fares by 10%. S. 1766 proposes to make $448 million available in FY2014 and $600 million in new revenue by FY2018.
