MALSCE Needs Volunteers - How You Can Participate

New Member to Board of Registration of Professional Engineers and Land Surveyors

From MALSCE President David Humphrey, PLS:

It is my great pleasure to announce that Governor Patrick has appointed one of the best surveyors in the state, Paul Tyrell, PE, PLS, to the Board of Registration for PEs and PLSs as the PE/PLS member.  Paul T. will be replacing Paul T. on the Board (Turbide).  I’m sure Paul’s boundless energy will be put to good use by the Board.  It is great to have another strong land surveyor representative on the Board.

 

The only small down-side to Paul’s appointment is that, for conflict of interest reasons, he has had to step down from his active MALSCE leadership positions.  This means we must immediately fill the position of Secretary on the MALSCE Board of Directors.  It also means that MALSCE only has two out of four TEC Director/TECET Trustee positions filled.  We have been having a challenge filling the one open position and now the challenge has expanded exponentially.  Ken Anderson and Emily Holmberg need a couple of MALSCE people to step up and help them out.

 

MALSCE has needs some committed volunteers.  As a professional organization, MALSCE works to improve the public image and understanding of the land surveying profession, to continually monitor and influence legislation and regulations that affect our profession, and offer a variety of social and educational activities for our members.  Help us make a difference.  The following (roughly in order of level of effort needed to complete the job) is a partial list of un-filled positions.

 

MALSCE Executive Director:  Just do everything

MALSCE Director for TEC Board/MALSCE Trustee for TECET Board:  Attend monthly meetings as one of four MALSCE reps.

MALSCE Vice President:  Sept. 2012 - Sept 2014

MALSCE Treasurer:  Sept. 2012 - Sept 2014

2012 MALSCE Convention Committee Chair:  Eastern Chapter will host the 2012 convention

Newsletter Editor:  [Rich Vannozzi has taken on this task.  Thanks Rich!]  responsible for 3 - 4 issues per year

Membership Committee Chair:  responsible for establishing and maintaining membership policies and programs

Professional Development Committee member:  lend a hand presenting educational seminars on the active and essential committee

Website Committee Chair: review and update website and work with our website provider

Representative on the TEC Aldrich Conference Center Business Committee: to help develop a business plan for the renovated facility at One Walnut Street

Engineer’s Week Rep.:  work with Wentworth and other professional associations on this event

Victory: Legislation to Repeal The 3% Withholding Tax On Federal Contracts Passes in the US House and US Senate

VICTORY in late October and early November 2011:  The US House of Representatives passed H.R. 674, legislation to repeal the 3% Withholding Tax which is set to go into effect in 2013.  On Nov. 10, 2011,  the US Senate unanimously repealed the law as part of a vote on the veterans jobs bill.  This is a major victory for NSPS, ACSM, ACEC, and many other coalition partners.

Action Update on Unified Organization for Geospatial Groups

Infrastructure in the Afternoon -- November 15 and November 29 Forums About Our Transportation and Water/Wastewater Infrastructure at the Boston Public Library, 4:00 - 5:30 PM

Massachusetts Legislature and Gov. Patrick Approve Redistricting Plan
On Tuesday, November 1, both the House and Senate voted in favor of the revised legislative maps drawn by the Joint Redistricting Committee, and on Thursday Governor Patrick signed the redistricting bills into law. Link to the new district maps:  http://www.malegislature.gov/District/ProposedDistrictMaps

 

House and Senate Pass Supplemental Budget
During the first week of November, the Massachusetts House and Senate passed nearly identical versions of a $52 million supplemental spending bill. The budget bills allocate an additional $39 million to the state’s “housing first” homeless shelter program, $10 million for Tropical Storm Irene assistance and $308,000 for veterans services to prepare for troops returning home from Iraq and Afghanistan. The bill also includes a provision requested by Secretary of State William Galvin that moves up the date of the 2012 state primary election from Sept. 18 to Sept. 6. The bills are based on a $161 million spending bill proposed by Gov. Patrick but do not include many of the spending initiatives sought by the governor.

 

Worcester County and Western Central MA Volunteers Especially Needed for 6th Grade Students through DIGITS

MALSCE and TEC support the DIGITS program. We especially need volunteers from Worcester County  and Western Mass., for visits to 6th grade classrooms this fall.  Sign up at:  www.digits.us.com

It is time again to start the process for recruiting volunteers for DIGITS! Volunteers interested in these two geographic regions should sign up on our website this month. Most of our DIGITS volunteers last year visited 4 classrooms and interacted with approximately 87 students. We are asking volunteers this year to continue that level of outreach. The DIGITS schedule for the FY2012 academic year is that we will do Worcester County and Western Massachusetts this fall and into January 2012.  We are also doing a small pilot program in the Berkshires this fall, with the help of the Berkshire Compact and the Berkshire STEM Network. In mid-late December we'll start promoting the need for volunteers in eastern Mass (northeast, southeast, and Greater Boston) in early January. Although this recruitment effort is primarily for Worcester County and Western Massachusetts, volunteers may, of course, sign up for eastern Massachusetts now, with the understanding that DIGITS will not be contact them until January 2012. If you are a returning volunteer: you will be asked to participate in a shortened training session to refresh your memory and to learn about the new elements of the program.

SB 1985 was passed by the Massachusetts Senate in August.  Formerly SB 367, SB 1985 was one of our priorities on Design Professionals Day at the State House earlier this year.
