A group of MALSCE leaders, which includes MALSCE President Ken Conte, Past-President Dan Bremser, and MALSCE chapter representatives, have been invited to meet with members of the Massachusetts Register and Assistant Registers Association Plans Committee on Tuesday, April 25. The purpose of this meeting is to discuss proposed changes to the Commonwealth’s plan filing media requirements.
Responding to a prior request for comments from members of this group, in November of 2019, the MALSCE Board of Directors approved and submitted proposed revisions to the Massachusetts Deeds Indexing Standards of 2018. These proposed revisions to the Indexing Standards’ Plan Regulations were developed by a MALSCE task force convened for this purpose. They included revising Plan Material polyester film requirements by removing the mylar and single matte references and qualifying the thickness requirements by adding the word “minimum” before “thickness of 3 mils (i.e., .003 inches).” These proposed changes and related matters will be discussed during the April 25 meeting.

The members of the Massachusetts Registers and Assistant Registers Association derive their authority to amend Registry of Deeds Plan Regulations from the Massachusetts General Law – Part 1, Title VI, Chapter 36, Section 13A which states “The registers of deed, or a majority of them, may from time to time make and amend rules prescribing the size or sizes of plans which shall be received for record in registries of deeds …”
